HBA-MPM H.B. 70 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 70 By: Chavez Public Health 2/22/1999 Introduced BACKGROUND AND PURPOSE More than ten percent of Hispanics suffer from diabetes. H.B. 70 attempts to increase awareness of the disease and potential treatment options among the large Hispanic population along the TexasMexico border, establishing the West Texas Diabetes Center in El Paso. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. LEGISLATIVE INTENT. Sets forth legislative intent. SECTION 2. Amends Chapter 103, Health and Safety Code, by adding Section 103.018, as follows: Sec. 103.018. Requires the Texas Diabetes Council (council) to establish a West Texas Diabetes Center (center) in El Paso targeting the health needs and concerns of West Texas residents and those along the Texas-Mexican border. Requires the center to fall under the direct supervision of the council. SECTION 3. Effective date: September 1, 1999. SECTION 4. Emergency clause.
