BACKGROUND AND PURPOSE

Currently, home health services provide various services such as physical
therapy, social services, dialysis, and nutritional counseling to
individuals living at home or in independent living environments. However,
prior to the 76th Legislature, home heath services did not provide other
services such as blood pressure monitoring, diabetes treatment, and minimal
house cleaning.

H.B. 811 allows home health services to provide blood pressure monitoring,
diabetes treatment, and minimal house cleaning to an individual in a
residence or independent living environment by including these services
within the definition of "home health service."

not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
