BACKGROUND AND PURPOSE 

Prior to the 76th Legislature, the law allowed a person five days to renew
vehicle registration regardless of whether there was an available location
open to provide that service.  This five-day period included holidays and
weekends.  H.B. 924 allows five working days after the date that vehicle
registration expires before a person commits an offense. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 502.407(a), Transportation Code, to provide that
a person commits a misdemeanor punishable by a fine not to exceed $200 for
operating a vehicle after the fifth working day, rather than after the
fifth day, after the date the vehicle's registration expires. 

SECTION 2.  Effective date: September 1, 1999.
                       Makes application of this Act prospective.

SECTION 3.  Emergency clause.
