BACKGROUND AND PURPOSE

Under current law, motor vehicles that tow multiple numbers of vehicles
simultaneously are not required to have safety chains attached to the
towing vehicle as a secondary safety device in case the primary bar were to
disconnect. H.B. 932 includes "truck" among the vehicles that are
prohibited from drawing a trailer, semitrailer, house trailer, or another
motor vehicle without using towing safety chains.

not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
