HBA-ALS, RAR H.B. 932 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 932 By: Hawley Transportation 3/18/1999 Introduced BACKGROUND AND PURPOSE Under current law, motor vehicles that tow multiple numbers of vehicles simultaneously are not required to have safety chains attached to the towing vehicle as a secondary safety device in case the primary bar were to disconnect. H.B. 932 includes "truck" among the vehicles that are prohibited from drawing a trailer, semitrailer, house trailer, or another motor vehicle without using towing safety chains. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sections 545.410(a), (b), and (d), Transportation Code, to include a "truck" among the vehicles that are prohibited from drawing a trailer, semitrailer, house trailer, or another motor vehicle without using towing safety chains. Includes "another motor vehicle" among the list of drawn vehicles for purposes of these sections. Makes conforming changes. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
