HBA-RBT H.B. 978 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 978 By: McCall Judicial Affairs 4/6/1999 Introduced BACKGROUND AND PURPOSE The Collin County Commissioners Court voted unanimously to request the 76th Legislature to create a new judicial district. Significant population growth in Collin County has greatly increased demands on existing county court resources. The district courts of Collin County have a much larger caseload than that of the statewide average. This fact, coupled with a sizable projected population growth over the next biennium, indicates an even more disproportionate caseload in the future. H.B. 978 creates an additional district court in Collin County. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter C, Chapter 24, Government Code, by adding Section 24.540, as follows: Sec. 24.540. 395TH JUDICIAL DISTRICT (COLLIN COUNTY). Provides that the 395th Judicial District is composed of Collin County. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
