HBA-ALS, DMD H.C.R. 57 76(R) BILL ANALYSIS Office of House Bill AnalysisH.C.R. 57 By: Hupp Public Safety 2/24/1999 Introduced BACKGROUND AND PURPOSE Teaching children to act safely around firearms may reduce firearm-related accidents. The Eddie Eagle Gun Safety Program teaches the fundamentals of firearm safety to elementary school-aged children by communicating to children that if they see a gun they should stop, immediately leave the area, and tell an adult. Since 1988, public and private schools as well as law enforcement agencies have disseminated the program's literature and teaching materials to 6.5 million American children. H.C.R. 57 promotes the National Rifle Association's Eddie Eagle Gun Safety Program. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.C.R. 57 provides that the 76th Legislature of the State of Texas declares the week of October 1822, 1999, as Children's Firearm Safety Week and encourages all citizens of this state to support the National Rifle Association's Eddie Eagle Gun Safety Program in promoting children's firearm safety in Texas.
