BACKGROUND AND PURPOSE

Currently, Texas law allows disabled persons to register and acquire
special license plates and vehicle parking placards. Such persons are
required to procure a written statement from a physician licensed in Texas.
However, some persons living in areas near the state line may have
physicians in another state. S.B. 132 allows disabled persons to acquire a
written statement from physicians licensed in a state adjacent to Texas,
for the purposes of registering and acquiring special license plates and
vehicle parking placards.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
