HBA-MPM S.B. 1352 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 1352 By: Barrientos Public Education 4/26/1999 Engrossed BACKGROUND AND PURPOSE Current law authorizes public junior colleges to enter into an agreement with a school district to offer courses to high school students if the course credit meets a student's academic requirements for graduation, however, many courses offered by public junior colleges may benefit high school students even if they are not required for graduation. S.B. 1352 authorizes public junior colleges to enter into agreements with a school district to offer high school students courses if the courses are not required by the school district for graduation. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 130.008, Education Code, to authorize a public junior college to offer a course in which a student attending a high school operated by the school district may enroll and for which the student may simultaneously receive course credit toward the student's high school academic requirements and junior college course credit. Deletes text regarding course credit toward graduation. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
