HBA-DMD S.B. 1379 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 1379 By: Shapleigh State, Federal, & International Relations 4/26/1999 Engrossed BACKGROUND AND PURPOSE Currently, the Fort Bliss Military Reservation in El Paso is used by the Texas National Guard for a variety of training activities. This 1.1 million-acre United States army post may have the potential for greater use as a military training ground; however, no state agency has ever conducted a comprehensive study to determine if the Fort Bliss Military Reservation is being used to its full potential. S.B. 1379 requires the adjutant general to conduct a study on the use of Fort Bliss for National Guard training. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Requires the adjutant general to conduct a study of the Texas National Guard's use of Fort Bliss Military Reservation in El Paso for training activities. Requires the study to include a review and analysis of the efficiency and effectiveness of training operations and a statement of the number, condition, and organization of the members of the Texas National Guard that participate in training activities at Fort Bliss. Requires the adjutant general to report the findings of the study conducted under this Act to the governor, lieutenant governor, and speaker of the house of representatives no later than January 1, 2001. SECTION 2.Effective date: September 1, 1999. Provides that this Act expires September 1, 2001. SECTION 3.Emergency clause.
