BACKGROUND AND PURPOSE

Currently, an electric utility serving an unincorporated portion of a
county is required to compile a weekly list of new utility connections in
the unincorporated area and provide the list directly to the county judge.
S.B. 144 allows a county judge to personally accept each notice or
designate a county officer or employee as the person responsible for
receipt and processing of the weekly notices.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
