HBA-DMD S.B. 1656 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 1656 By: Jackson State, Federal, & International Relations 4/26/1999 Engrossed BACKGROUND AND PURPOSE On February 19, 1846, James Pinckney Henderson was sworn in as the first governor of the State of Texas. This date represents the formal end of the Republic of Texas, and the swearing in of Governor Pinckney marks the birth of the State of Texas. S.B. 1656 designates February 19th as State of Texas Anniversary Remembrance Day (STAR Day) and provides for the day to be regularly observed as Texas' birthday as an American state. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter C, Chapter 662, Government Code, by adding Section 662.046, as follows: Sec. 662.046. STATE OF TEXAS ANNIVERSARY REMEMBRANCE DAY (STAR DAY). (a) Provides that February 19 is State of Texas Anniversary Remembrance Day (STAR Day) in honor of Texas joining the Union and the day that James Pinckney Henderson became the first governor of the State of Texas in 1846. (b) Requires STAR Day to be regularly observed by appropriate and patriotic programs in the public schools and other places to properly commemorate the annexation of this state and to inspire a greater appreciation for the history of this state. SECTION 2. Emergency clause. Effective date: upon passage.
