BACKGROUND AND PURPOSE

On February 19, 1846, James Pinckney Henderson was sworn in as the first
governor of the State of Texas. This date represents the formal end of the
Republic of Texas, and the swearing in of Governor Pinckney marks the birth
of the State of Texas. S.B. 1656 designates February 19th as State of Texas
Anniversary Remembrance Day (STAR Day) and provides for the day to be
regularly observed as Texas' birthday as an American state.
