BACKGROUND AND PURPOSE

Texas Woman's University and the Institute for Health Sciences at Texas
Woman's University have operated as a system, under one board of regents,
for 27 years. However, the Education Code does not specify that the
institutions are part of a system. S.B. 1859 creates the Texas Woman's
University System.

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency or institution.
