HBA-TYH S.B. 501 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 501 By: Shapleigh State Affairs 5/6/1999 Engrossed BACKGROUND AND PURPOSE The population of the Texas-Mexico border has grown rapidly over the past decade, and is presently growing at a rate that is about 20 percent higher than the rest of the state. However, residents of the border region may not have ready access to state agency services, program, and staff. In addition, under current law, state agencies do not maintain a tracking system of regional spending or regional services, making it difficult to ascertain how an agency's strategic plan is implemented. S.B. 501 requires an agency to identify each geographic region served by the agency and the means and strategies for serving each region. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sections 2056.002(b) and (e), Government Code, by adding the element of identification of each geographic region of this state served by an agency, including the border region, and the agency's means and strategies for serving each region among the list of elements that must be included in that agency's strategic plan. Defines "border region." Makes conforming and nonsubstantive changes. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
