HBA- MPA S.B. 568 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 568 By: Cain Urban Affairs 44/20/1999 Engrossed BACKGROUND AND PURPOSE Currently, the law allows a city with a population over 10,000 to deduct employee association dues from the paychecks of employees who voluntarily request it. S.B. 568 requires cities with a population over 50,000 to make dues deductions if the employee submits a written request. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 141.008, Local Government Code, to limit the type of employees' association described in this subsection to one that does not claim the right to strike. Requires the governing body of a municipality with a population over 50,000 to make payroll deductions from an employee's salary or wages if requested in writing by the employee, if the municipality permits deductions for a purpose other than payment for a charitable purpose, health insurance, taxes, or a deduction required by law. SECTION 2. Effective date: September 1, 1999. SECTION 3.Emergency clause.
