HBA-DMD S.B. 607 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 607 By: Fraser State, Federal, & International Relations 4/17/1999 Engrossed BACKGROUND AND PURPOSE The 75th Legislature established the Strategic Military Planning Commission (commission) in order to develop a pro-active statewide strategy to prevent future defense closures and realignments. The commission developed a master plan which includes performing a careful study of defense-related work in Texas and maintaining a database of contractors who perform defense-related work that could retain and attract additional defense-related business to Texas. S.B. 607 requires the Office of Defense Affairs to develop and maintain a database of certain contractors who perform defenserelated work in this state. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 481.0065, Government Code, by adding Subsection (d), to require the Office of Defense Affairs to develop and maintain a database of the names and public business information of all prime contractors and subcontractors operating in this state who perform defense-related work. SECTION 2.Effective date: September 1, 1999. SECTION 3.Emergency clause.
