HBA-EVB S.B. 681 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 681 By: Duncan State, Federal & International Relations 4/22/1999 Engrossed BACKGROUND AND PURPOSE S.B. 681 authorizes any city along the Texas-Mexico border with a population of more than 500,000 to establish not-for-profit corporations and cooperative associations for the purpose of creating and developing an intermodal transportation hub to stimulate economic development. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 380.001, Local Government Code, by adding Subsection (c), as follows: (c) Authorizes any city along the Texas-Mexico border with a population of more than 500,000 to establish not-for-profit corporations and cooperative associations for the purpose of creating and developing an intermodal transportation hub to stimulate economic development. Authorizes such a hub to also function as an international intermodal transportation center and authorizes such a hub to be colocated with or near local, state, or federal facilities and facilities of Mexico in order to fulfill its purpose. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
