BACKGROUND AND PURPOSE 

Currently, the University of North Texas and the University of North Texas
Health Science Center at Fort Worth operate under one board of regents;
have one chancellor over both institutions; have a president over each
institution; and meet the definition of a system as defined in the
Education Code.  However, the Education Code does not specify that the
institutions are part of a system.  S.B. 751 clarifies the composition of
the University of North Texas System consistent with Section 61.003(10),
Education Code. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 105, Education Code, as follows:

CHAPTER 105.  New title: UNIVERSITY OF NORTH TEXAS SYSTEM

SECTION 2.  Amends Subchapter A, Chapter 105, Education Code, by adding
Section 105.005,as follows:  

Sec. 105.005.  UNIVERSITY OF NORTH TEXAS SYSTEM.  Provides that the
University of North Texas System is composed of the University of North
Texas and the University of North Texas Health Science Center at Forth
Worth.  

SECTION 3.  Amends Section 105.11, Education Code, to provide that the
organization, control, and management of the University of North Texas
System and each component institution of the system, rather than
university, is vested in a board of nine regents appointed by the governor
and confirmed by the senate.  Makes a conforming change. 

SECTION 4.Emergency clause.
  Effective date: upon passage.
