BACKGROUND AND PURPOSE

Currently, Texas law does not provide for the issuance of a temporary,
nonrenewable driver education license. A driver education instructor must
have a teaching certificate, along with any additional certification. S.B.
81 allows a driver education instructor who does not meet all the driver
education requirements to teach with a temporary, nonrenewable license
valid for a six-month period.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
