SEB S.B. 858 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 858 By: Shapleigh Public Education 4/26/1999 Engrossed BACKGROUND AND PURPOSE Current law requires a school district to give written notice of a student's performance in each class or subject to the student's parent at least once every twelve weeks. S.B. 858 requires the board of trustees of each school district to adopt a policy that requires the district to notify a student's parents at least once every three weeks if a student's performance in a required foundation curriculum subject is consistently unsatisfactory. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sections 28.022(a) and (b), Education Code, to require the board of trustees of each school district to adopt a policy that requires the district, at least once every three weeks, to give written notice of a student's performance in a required foundation curriculum subject to the student's parent if the student's performance in that subject is consistently unsatisfactory, as determined by the district. Makes conforming changes. SECTION 2. Makes application of this Act prospective to the 1999-2000 school year. SECTION 3.Emergency clause. Effective date: upon passage.
