HBA-NLM S.B. 997 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 997 By: Cain Transportation 5/11/1999 Engrossed BACKGROUND AND PURPOSE Currently, the Texas Department of Transportation (TxDOT) charges a $10 fee for special license plates to veterans of World War II, Korea, Vietnam, and Desert Storm. S.B. 997 deletes the required fee for obtaining these special license plates. In addition, this bill removes the provision requiring TxDOT to send 50 cents of each fee collected to the respective county treasurer and removes the provision requiring the county treasurer to credit the money to the general fund of the county to pay the costs of administering this section. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sections 502.262-502.265, Transportation Code, by deleting the provision that requires the payment of an additional fee for special veteran license plates issued by the Texas Department of Transportation (TxDOT). Deletes text requiring TxDOT to send 50 cents of each fee collected to the respective county treasurer. Deletes text requiring the county treasurer to credit the money to the general fund of the county to pay the costs of administering this section. Deletes text setting forth the fees for the license plates. Makes conforming changes. SECTION 2. Effective date: September 1, 1999. Makes application of this Act prospective. SECTION 3.Emergency clause.
