BACKGROUND AND PURPOSE 

Paraprofessionals, including teacher assistants, instructional aides,
educational trainers, and many others, are largely unrecognized for their
assistance in easing complications created by growing class sizes and
shrinking school budgets in Texas. House Bill 108 establishes Public School
Paraprofessional Day. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

House Bill 108 amends the Government Code to establish the second Wednesday
in May of each year as Public School Paraprofessional Day in recognition of
education paraprofessionals, including teacher assistants, instructional
aides, educational trainers, library attendants, bilingual assistants,
special education associates, mentors, and tutors. The bill requires that
Public School Paraprofessional Day be regularly observed by appropriate
ceremonies and activities in the public schools and other places to
properly recognize paraprofessionals.  

EFFECTIVE DATE

May 23, 2001.
