HBA-TBM H.B. 1091 77(R)BILL ANALYSIS Office of House Bill AnalysisH.B. 1091 By: Reyna, Elvira County Affairs 7/17/2001 Enrolled BACKGROUND AND PURPOSE Prior to the 77th Legislature, state law provided that no city, municipality, county, state, or federal employee was prohibited from serving on a county civil service commission. Also, under previous law, members of the county civil service commission were appointed by the commissioners court. In Dallas County, members of the commissioners court have been appointed to the Dallas County Civil Service Commission. House Bill 1091 provides that a member of the commissioners court of a county with a population of 1.8 million or more is not prohibited from being appointed to the county civil service commission. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1091 amends the Local Government Code to provide that a member of the commissioners court of a county with a population of 1.8 million or more is not prohibited from being appointed to the county civil service commission. EFFECTIVE DATE June 14, 2001.
