HBA-SEP H.B. 1104 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1104 By: Yarbrough Economic Development 2/23/2001 Introduced BACKGROUND AND PURPOSE Currently, under the Texas Unemployment Compensation Act, "manual" is defined as the Standard Industrial Classification System (SIC) Manual published by the United States Office of Management and Budget. Over the course of the next two years, the federal government will replace the SIC Manual with the North American Industrial Classification System (NAICS) Manual. House Bill 1104 redefines "manual" as the NAICS Manual to provide for a smooth transition from the one classification system to the other. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1104 amends the Labor Code to redefine "manual," under the Texas Unemployment Compensation Act, as the North American Industrial Classification System Manual published by the United States Office of Management and Budget. EFFECTIVE DATE September 1, 2001.
