HBA-JEK H.B. 1114 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1114 By: Bailey Elections 3/6/2001 Introduced BACKGROUND AND PURPOSE The secretary of state of Texas estimates that approximately two million Texans 18 years of age and older are not registered to vote and almost half of the registered voters in Texas did not vote in the 2000 general election. House Bill 1114 designates the last Tuesday in September of each year as Voter Registration Day to encourage individuals to register to vote. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1114 amends the Government Code to establish the last Tuesday in September of each year as Voter Registration Day. The bill requires the secretary of state to promote Voter Registration Day with programs at businesses, schools, and governmental offices to emphasize the importance of voting, and with advertising encouraging individuals to register to vote. EFFECTIVE DATE September 1, 2001.
