HBA-JLV H.B. 1129 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1129 By: Rangel Higher Education 2/19/2001 Introduced BACKGROUND AND PURPOSE The governing boards of public institutions of higher education, located in different regions of the state, each wield policy-making authority for their respective system or individual institution. There are rising concerns that the members of the governing boards, who are appointed by the governor, do not always reflect the demographics of the population of Texas, and therefore do not adequately represent the diversity of student needs across the state. House Bill 1129 mandates that the governor and senate, when making or confirming governing board appointments, consider the geographic diversity of Texas. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1129 amends the Education Code to require the governor and senate to take into consideration the geographic diversity of the state as a whole in making or confirming appointments to the governing board of a general academic teaching institution or university system. EFFECTIVE DATE September 1, 2001.
