HBA-CBW, SEP H.B. 1140 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1140 By: Farrar State Affairs 2/15/2001 Introduced BACKGROUND AND PURPOSE Under current law, a governmental entity may enter into a contract for professional services. Currently, interior design is not included in the definition of "professional services" and therefore a governmental entity may not enter into a contract or make an arrangement with an interior designer under the Professional Services Procurement Act. House Bill 1140 includes interior design in the definition of "professional services." RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1140 amends the Government Code to include interior design provided by an interior designer in the definition of "professional services." EFFECTIVE DATE September 1, 2001, and applies only in relation to a contract entered into on or after October 1, 2001.
