HBA-JEK H.B. 1150 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1150 By: Raymond Public Education 4/16/2001 Introduced BACKGROUND AND PURPOSE Current law requires a child who is at least six years of age or who has previously been enrolled in first grade to attend school. House Bill 1150 requires a child who is at least five years of age on the first day of September of the school year or who has previously been enrolled in kindergarten to attend school. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1150 amends the Education Code to require a child who is at least five years old on the first day of September of the school year, or who is younger than five years old and has previously been enrolled in kindergarten, to attend school until the child's 18th birthday. EFFECTIVE DATE On passage. The Act applies beginning with the 2001-2002 school year.
