HBA-BSM H.B. 1157 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1157 By: Bonnen State Recreational Resources 2/26/2001 Introduced BACKGROUND AND PURPOSE Current law requires a person possessing a firearm to have written consent from the landowner to hunt or engage in target shooting on that person's property in counties that have a population of 2,000,000 or more. House Bill 1157 decreases to 200,000 or more population requirement of a county in which a person is to possess written consent in order to hunt or engage in target shooting on land owned by another. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1157 amends the Parks and Wildlife Code to decrease from 2,000,000 to 200,000 the population requirement of a county in which a person possessing a firearm must have the written consent of the owner of the land in the person's immediate possession in order to hunt or engage in target shooting on land owned by another. EFFECTIVE DATE September 1, 2001.
