HBA-KDB, EDN H.B. 1177 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1177 By: Coleman Economic Development 2/16/2001 Introduced BACKGROUND AND PURPOSE Under current law, the duties of the Texas Department of Economic Development (department) include the requirement to promote and advertise tourism in Texas by non-Texans. House Bill 1177 allows the department to promote and advertise tourism in Texas to Texans. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1177 amends the Government Code to modify the requirement that the Texas Department of Economic Development promote and advertise tourism in this state by removing the specification that it be tourism by non-Texans. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
