HBA-BSM H.B. 1208 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1208 By: Allen State Recreational Resources 2/26/2001 Introduced BACKGROUND AND PURPOSE Current law in Texas requires a person to have a hunting license to hunt any animal. This provision poses a hurdle and extra expense for landowners who wish to control nongame animals such as coyotes and feral hogs. House Bill 1208 enables persons to hunt nongame animals on their own land without a hunting license. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1208 amends the Parks and Wildlife Code to prohibit the Parks and Wildlife Commission from requiring a landowner to have a hunting license to hunt a nongame animal on that person's land. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
