HBA-JLV H.B. 1212 77(R)BILL ANALYSIS Office of House Bill AnalysisH.B. 1212 By: Dunnam Higher Education 7/3/2001 Enrolled BACKGROUND AND PURPOSE Prior to the 77th Legislature, state law permitted students at public colleges and universities in Texas the option to pay tuition in installments for fall and spring semesters, but not for summer sessions. House Bill 1212 provides these students with the option to pay summer tuition and fees in three installments. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1212 amends the Education Code to authorize the governing board of each institution of higher education to permit a student enrolled for a summer session to pay tuition and fees in three installments. The bill sets forth provisions for the timing and amounts of the installments. EFFECTIVE DATE May 3, 2001.
