Urban Affairs 4/8/2001 Introduced BACKGROUND AND PURPOSE Firefighters and police officers employed by a municipality that has adopted the provisions for municipal civil service are entitled to certain benefits such as educational incentive pay, shift differential pay, pension benefits, and paid leave of absence for an illness or injury related to the person's line of duty. Fire arson investigators are not currently included on the list of fire department employees who are entitled to civil service classification and benefits under the provisions for municipal civil service. House Bill 1388 adds fire arson investigators to the definition of a firefighter under the provisions for municipal civil service. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1388 amends the Local Government Code to include an employee who performs fire arson investigation in the definition of a fire fighter under the provisions for municipal civil service. EFFECTIVE DATE September 1, 2001.
