HBA-BSM H.B. 1426 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1426 By: Shields Energy Resources 2/23/2001 Introduced BACKGROUND AND PURPOSE Previous enacted legislation extended the producing life of certain gas wells through a temporary reduction of gas royalty rates. This reduction expired September 1, 1990. House Bill 1426 repeals this provision as it is now obsolete. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1426 repeals law relating to the temporary reduction of gas royalty rates for gas produced from certain areas owned by the State of Texas and leased by the school land board. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
