HBA-CBW H.B. 1473 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1473 By: Gallego Judicial Affairs 2/21/2001 Introduced BACKGROUND AND PURPOSE Currently, the Texas Constitution requires the Judicial Districts Board (JDB) to make a statewide reapportionment of judicial districts if the legislature fails to do so by a certain deadline. If the JDB is unsuccessful, the reapportionment responsibility falls to the Legislative Redistricting Board. House Bill 1473 abolishes the JDB and repeals it enabling legislation. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1473 amends the Government Code to repeal provisions regarding the reapportionment of judicial districts and abolish the Judicial Districts Board. EFFECTIVE DATE January 1, 2002, if the constitutional amendment relating to the repeal of the constitutional requirement for decennial reapportionment of the judicial districts and the abolishment of the Judicial Districts Board is approved by the voters.
