HBA-JEK H.B. 1507 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1507 By: Yarbrough Urban Affairs 3/5/2001 Introduced BACKGROUND AND PURPOSE Current law establishes certain civil service requirements for firefighters and police officers in cities with a population of 1.5 million or more that have adopted the provisions for municipal civil service. The only city currently affected by these provisions is Houston, Texas. House Bill 1507 refines these provisions to require all firefighter work, except for the duties of certain persons, to be performed and supervised by fire department personnel who are selected in accordance with the provisions for municipal civil service. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1507 amends the Local Government Code to require in a municipality of 1.5 million or more that fire suppression, fire prevention, fire training, fire safety education, fire maintenance, fire communications, fire medical emergency technology, fire photography, and fire administration be performed and supervised by fire department personnel who are classified by the Fire Fighters' and Police Officers' Civil Service Commission. The bill provides that the work of the department head, the assistant chief, and purely clerical personnel is not required to be performed and supervised by such fire department personnel. EFFECTIVE DATE September 1, 2001.
