HBA-CMT H.B. 1680 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1680 By: Bosse Public Safety 3/7/2001 Introduced BACKGROUND AND PURPOSE Currently, the Private Investigators and Private Security Agencies Act (Private Security Act) enables fulltime active peace officers who are employed by a municipality or the state to work off-duty employment as well as supervise and coordinate scheduling as an extra job coordinator for other municipal or state peace officers to work off-duty as guards, patrolmen, or watchmen. House Bill 1680 modifies the definition of "extra job coordinator" in the Private Security Act to make it applicable to full-time employees of a political subdivision of the state. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1680 amends the Occupations Code to remove "municipality" from the definition of an "extra job coordinator" in reference to peace officers who work in that position, and adds "political subdivision of the state" to the definition. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
