HBA-KDB, RKM H.B. 181 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 181 By: Turner, Bob State Affairs 3/1/2001 Introduced BACKGROUND AND PURPOSE Currently, only senators who have not completed their terms of office and individuals who have received certification of election to the house of representatives or senate may organize the senate and house of representatives. House Bill 181 authorizes members of the house of representatives who have not completed their terms of office to assist in organizing the senate and house of representatives. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 181 amends the Government Code to authorize members of the house of representatives who have not completed their terms of office to organize the senate and the house of representatives if the terms of the house members are increased to four years. EFFECTIVE DATE January 1, 2002, if the constitutional amendment proposed by the 77th Legislature, Regular Session, 2001, providing for four-year terms for members of the house of representatives, is approved by the voters.
