HBA-CCH H.B. 1843 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1843 By: Jones, Elizabeth Public Education 3/26/2001 Introduced BACKGROUND AND PURPOSE Currently, the commissioner of education determines the schedule for TAAS testing. While school districts are allowed a two-week window to administer end-of-course assessment tests, the commissioner sets specific testing dates for TAAS administration. House Bill 1843 allows the State Board of Education to determine a two-week period during which a school district may administer the TAAS test. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1843 amends the Education Code to require the State Board of Education to determine a twoweek period during which school districts may begin the administration of assessment instruments. The bill authorizes a district to select any regular school day during that period to begin administering the instruments, but if the administration at a grade level requires more than one school day, the instruments must be administered on consecutive days during that period. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001. The Act applies beginning with the 2001-2002 school year.
