HBA-CMT H.B. 1863 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1863 By: Kuempel County Affairs 7/17/2001 Enrolled BACKGROUND AND PURPOSE Prior to the 77th Legislature, the county commissioners court required an owner of a dog to pay a $1 registration fee to register a dog. This fee did not provide enough revenue to cover the cost of the registration services in all instances. House Bill 1863 authorizes a county commissioners court to raise the registration fee for dogs to an amount not to exceed $5. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1863 amends the Health and Safety Code to authorize the commissioners court of a county to set the fee for dog registration to an amount greater than $1 but not more than $5. EFFECTIVE DATE June 14, 2001.
