HBA-CMT H.B. 1863 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1863 By: Kuempel County Affairs 3/11/2001 Introduced BACKGROUND AND PURPOSE Currently, the county commissioners court requires an owner of a dog to pay a $1 registration fee to register a dog. This fee does not provide enough revenue to cover the cost of the registration services in all instances. House Bill 1863 authorizes a county commissioners court to raise the registration fee for dogs to an amount not to exceed $5. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1863 amends the Health and Safety Code to authorize the commissioners court of a county to set the fee for dog registration to an amount greater than $1 but not more than $5. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
