HBA-MPM H.B. 1888 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1888 By: Tillery Pensions & Investments 2/28/2001 Introduced BACKGROUND AND PURPOSE When the statutes regarding the Texas Local Fire Fighters Retirement Act were recodified, some of the duties of the fire fighters' pension commissioner were inadvertently removed from certain sections of the Act. The Texas Local Fire Fighters Retirement Act defines the duties of the fire fighters' pension commissioner (commissioner), which includes hearing appeals, examining records and accounts of boards of trustees (boards) of a firefighters' retirement system, and adopting rules. House Bill 1888 adds to the general office duties of the commissioner by requiring the commissioner to classify and coordinate reports and verify applications submitted by the boards. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1888 amends the Texas Local Fire Fighters Retirement Act to require the fire fighters' pension commissioner (commissioner) to classify and coordinate the reports of the boards of trustees of a fire fighters' retirement system. The bill requires the commissioner to verify any and all applications of the boards. EFFECTIVE DATE September 1, 2001.
