HBA-NRS H.B. 1939 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1939 By: Bonnen Transportation 4/2/2001 Introduced BACKGROUND AND PURPOSE Current law requires the Texas Department of Transportation (TxDOT) to charge not less than $5 for the Texas Airport Directory (directory). While the total annual revenue from the sale of the directory is approximately $12,000, that total is seen as being relatively insignificant, particularly in light of accounting costs associated with the sale of the directory. The safety directory would better serve the public if it were offered free of charge. House Bill 1939 requires TxDOT to offer the directory free of charge to the public. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1939 amends the Transportation Code to require the Texas Department of Transportation to provide the Texas Airport Directory free of charge to the public. EFFECTIVE DATE September 1, 2001.
