HBA-BSM H.B. 1972 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1972 By: Hawley Natural Resources 3/5/2001 Introduced BACKGROUND AND PURPOSE The Bee Groundwater Conservation District (district) was created during the 75th Legislature. After the confirmation election, the directors of the district discovered that the language in the bill did not comply with election law. House Bill 1972 brings the district into line with current law and establishes that the district will have a uniform election date to elect the district's directors. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1972 amends law to require the election of directors to the Bee Groundwater Conservation District to be held on a uniform election date, selected by the initial directors in conformity with current law. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
