HBA-BSM H.B. 1978 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1978 By: Elkins Natural Resources 3/9/2001 Introduced BACKGROUND AND PURPOSE Currently, the City of Jersey Village is included in the North Harris County Regional Water Authority (authority). The city believes it can negotiate for its citizens better than the authority and would like to be excluded from the authority. H.B. 1978 withdraws Jersey Village from the authority and allows Jersey Village to return if desired. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1978 amends law to redefine the boundaries of the North Harris County Regional Water Authority (authority) to provide that on September 1, 2001 the authority does not include any area that is inside the municipal limits of the City of Jersey Village. The bill provides that the authority's boundaries may be expanded to include an area that, on September 1, 2001, was inside the municipal limits of the City of Jersey Village if the governing body of the city makes a written request to include the area in the district and the board annexes the area. EFFECTIVE DATE September 1, 2001.
