HBA-JEK H.B. 1996 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1996 By: Chavez Transportation 4/6/2001 Introduced BACKGROUND AND PURPOSE Civil rights leader Cesar Chavez organized the United Farm Workers and successfully defended the rights of many Mexican-Americans, migrant workers, and immigrants in his lifetime. Chavez was the recipient of the Mexican Aguila Azteca Award and the 1994 Presidential Medal of Freedom. House Bill 1996 designates Loop 375 in El Paso County as the Cesar Chavez Border Highway. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1996 amends the Transportation Code to designate Loop 375 in El Paso County as the Cesar Chavez Border Highway. The Texas Department of Transportation is required to design and construct markers indicating the highway number, the designation as the Cesar Chavez Border Highway, and any other appropriate information. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
