HBA-JEK C.S.H.B. 1996 77(R)BILL ANALYSIS Office of House Bill AnalysisC.S.H.B. 1996 By: Chavez Transportation 4/24/2001 Committee Report (Substituted) BACKGROUND AND PURPOSE Civil rights leader Cesar Chavez organized the United Farm Workers and successfully defended the rights of many Mexican-Americans, migrant workers, and immigrants in his lifetime. Chavez was the recipient of the Mexican Aguila Azteca Award and the 1994 Presidential Medal of Freedom. C.S.H.B. 1996 designates a portion of Loop 375 in El Paso County as the Cesar Chavez Border Highway. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS C.S.H.B. 1996 amends the Transportation Code to designate Loop 375 between Zaragoza Avenue and Santa Fe Street in El Paso County as the Cesar Chavez Border Highway. The Texas Department of Transportation is required to design and construct markers indicating the highway number, the designation as the Cesar Chavez Border Highway, and any other appropriate information. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001. COMPARISON OF ORIGINAL TO SUBSTITUTE C.S.H.B. 1996 differs from the original bill by designating only the portion of Loop 375 in El Paso County that is located between Zaragoza Avenue and Santa Fe Street as the Cesar Chavez Border Highway.
