HBA-JLV H.B. 2052 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2052 By: Truitt Land & Resource Management 4/2/2001 Introduced BACKGROUND AND PURPOSE Currently, the Dallas-Fort Worth Airport Board can acquire up to 10 percent of its holdings in a host city which includes Grapevine, Coppell, Irving, and Euless, without the consent of the host city. These surrounding municipalities are concerned about the gradual encroachment of airport expansion upon municipal land area and tax revenues. House Bill 2052 requires the consent of a host city in all acquisitions of property to enlarge an airport within that city's jurisdiction. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2052 amends the Transportation Code to delete provisions requiring municipal consent for airport enlargement only in instances when more than an aggregate of 10 percent of a portion of the land area of the airport is in the municipality. EFFECTIVE DATE September 1, 2001.
