BACKGROUND AND PURPOSE 

Prior to the 77th Legislature, Texas Southern University's (TSU) statutory
purpose statement designated TSU as a special purpose institution of higher
education for urban programming, but did not explicitly state that TSU
offers a wide range of degree programs comparable to other general academic
institutions. House Bill 2054 expands TSU's statutory purpose statement to
reflect its similarities to other general academic institutions.     

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

House Bill 2054 amends the Education Code to provide that Texas Southern
University is designated as a statewide general purpose institution of
higher education. 

EFFECTIVE DATE

June 11, 2001.
