HBA-SEP H.B. 2145 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2145 By: Ellis, Dan Higher Education 3/13/2001 Introduced BACKGROUND AND PURPOSE Current law does not fund the Correctional Management Institute of Texas and the Criminal Justice Center at Sam Houston State University with court fees. House Bill 2145 imposes a $1 fee on a person convicted of a certain offense to support the Correctional Management Institute of Texas and the Criminal Justice Center at Sam Houston State University and to fund scholarships for certain state correctional officers. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2145 amends the Code of Criminal Procedure to require a person convicted of a certain offense to pay, in addition to other costs, $1 to be deposited to the credit of the Correctional Management Institute of Texas and Criminal Justice Center account (account) in the state treasury. H.B. 2145 amends the Education Code to require the president of Sam Houston State University to use the account for administering the Correctional Management Institute and the Criminal Justice Center at the university and for funding scholarships for state correctional officers awarded by the Correctional Management Institute of Texas. The bill sets forth provisions regarding scholarship administration, publicity, and eligibility requirements. EFFECTIVE DATE September 1, 2001.
