HBA-MPM H.B. 2157 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2157 By: Thompson Pensions & Investments 4/19/2001 Introduced BACKGROUND AND PURPOSE Currently, teachers who wish to retire are entitled to receive credit toward retirement in the Teacher Retirement System of Texas in the amount of one year of service credit for 50 days or more or 400 or more hours of cumulative personal or sick leave. A teacher could receive more credits toward retirement if the teacher saves the teacher's accrued personal and sick leave days. House Bill 2157 provides that the maximum amount of time for which accumulated sick and personal leave may be accrued is three years. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2157 amends the Government Code to provide that the maximum amount of credit in the Teacher Retirement System of Texas for accumulated personal or sick leave that may be established is three years. EFFECTIVE DATE September 1, 2001.
